That might be interesting, but we don't need to ask "if", because we do not in fact see the same order mirrored between the solar system and atoms.

Perhaps you are thinking of the older, Bohr model of the atom? In a modern-day view of the atom, electrons don't move in orbits at all. The "orbitals" of quantum mechanics are less intuitive, but the math works out better for extensive, precise, empirical observations of atoms.
